Dear Sir.
I wander if you could help me. I am just a simple member of the public.
I have been writing to your office about North east Lincolnshire council and about your interface
with them as the auditor.
I brought to your attention a few matters that I thought very serious, but as you have not
investigated them,
So I have decided that I will write to every boss in the audit commission, plus some other government agency’s that I have been dealing with to detail in nice and simple terms.See, I sent you in in very detail terms ( evidence, flow, people involved, benefits taken etc ) and I
identified the date it started ( 2004 ) and showed you the people that were responsible ( my
councils inner cabinate but more importantly, our ill-legal team )
See, and since that date, ( as you can see by the figures I included. ) the public around here,
especial the poor people ( you know, us workers ( the type of people that normally get prosecuted
for fraud, not nicely asked to pay it back and then retire )), have paid out substantial amounts of
money to make sure the inner ring of financial and legal geniuses that operate my council look like
there are performing well.

They must be absolutely brilliant because if you look at the amount of wages and benefits that they
have paid them selves ( including increase ) since 2000 but more importantly since we had our chief
exec sacked for financial mismanagement, must show great competency and skill, especial for them
wages..
And the same people councils incompetent legal team ( Monitoring officer ) tell me that that I did
not understand it properly ;
( mm mm, so I lifelong interest in mathematics, specialising in resolving relationships of string
theory and brain theory, an obsessive interest in the wimp-electromagnetism-gravity-plasma
relationships, and a life long unhealthy interest in numbers, figures and number patterns, ) ( on the
same hand, I am scruffy, unkempt and my feet smell oh, and I suffer from dyslexia , o yes, I test
my iq each year properly and usually beat 131, ); does not qualify me as well to study councils
accounts.
what’s the difference between good management at our council and Schrödinger’s cat
There’s always the possibility that the cats alive, however slim.
On that, I asked you about there accounts, a few times , specifically about the affect of the
collection figure ( see enc. ). and you told me to ask the council using the FIA ( see enc. I did, they
told me to go get f( the answer from elesware ))
So, being a bit confused and needing assurance that our councils inner unelected executive and legal
offices are not using the system to cover up extremely poor financial management that was there
fault since before 2004, and paying themselves substantially while swaggering through the minfeild
of compliance with our money on there shoulders.
So, to assure myself and anyone else who’s interested, ( Grinn ) I have decided to ask a series of
questions of you split into to categorizes .
My council North east Lincolnshire.

So on my council.
I contacted your officers ( See enc ) on many occasions trying to understand these things. As you can see, I first brought it to the attention of my council.
My question,
1 Whos fault is it that this kept accruing after I pointed it out.

What mechanisms stopped this being sorted out when I first pointed it out
1.1 Your legal constraint/ contractual obligations/ legislation

Who was responsible in our council for loosing our money on various projects but lets start with the
iclandinc banks. ( could draw line from the bass leisure debarkel ( looses 200,000 to the Icelandic
debarkel 7million )
Is it.
1. Monitoring officer and head of legal, section 151 officer, elected leader ( As it suggests in our
council constitution. ) ( as am sure you understand we have a special executive arraignments
( special needs if you ask me )) ( check out there relationships to the scrutiny comity and audit
commity )
2. Your fault, or the auditor in line management
3. Our fault, the public,

When someone proposes fraud on the scale I have to you ( ct accounts, solicitors payments,
property transfers ( CPO ) Job swaps). What are your mechanisms for progressing throughout your
system.
In relation to value for money for us.
Who is the person responsible from your end for we ( the public ) are getting value for money from
our council services. Do you have a comment on the solicitor ( ex monitoring officer ) employing him self as a business
executive on 130.000 pa and does thias reflect efficiany for th epublic.

In my investigations, on of the supporters of the tax payers allience who uses the fourm

managers that run our council about solace enterprises. And as you can see they refused to answer.
( just after they increased wages by 30,000 )
So my question to you, the auditor is the following.
Does the use of solace enterprise in employment of top executives within the council mechanisms
constitute good value for money for the tax payer. If the information that has been provided to me
is correct, then solace was set up after the local government act changed, and , as a member of the
public, it would seem that its a reaction to legislation put down in the act exactly to stop this
happening.
Have you done and studies into the affect on finances on this. If not, the taxpayers allience has, and
they have published it. Or like we do , you could just use www.whatdotheyknow.com and search
for solace. ( strangle enough my council refused to answer )
If someone, like me suggests that a council executive has lied or falsified documentation, what
would be the way to presnt that, or who in line should take responsibility. Please read the forum
before you suggest the LGO )
