My council special executive changed the application and processing of CT and NNDR accounts ( 2004 ) by the special executive arraignment.
( See table 1below )
This change consisted of
1.
Changing the payment dates ( instead of the 30th of the month, they become due on the 1st of the month.) ( The only council that does not allow three payment dates within the month )
2.
Changing how fast they take court or baillif action ( 1 month instead of 6 months )
3.
Changing how they deal with ccounts after they have been sent to baillifs
Before this change, the published rate was as low as 93%
After this change the rate rose substantially to 98 %
My complaint focus in how that 5% was achieved within the rest of the figures and the affect on the total amount of paid ( total money collect from working public ), the affect on the public ( costs ) and the ongoing affect on employment in the area over the five year

The executive will be the “new style” Leader and Cabinet executive.
No governance referendum will be held.
The Leader of the Council will be appointed for a fixed term of four years but the Council will have the power to remove the Leader from office during the fixed term, by Resolution.
The size of the Cabinet is likely to be no less than 7 and no more than 10 members, including the Leader, but the final decision will be taken by the Council following the elections in May 2011.
The decision as to whether individual Cabinet members will have delegated powers to discharge any executive functions will be taken by the Council following the elections in May 2011.

My assessment of how you manage resources has been adversely affected
primarily by shortcomings in treasury management and the delivery of the capital
programme.
• Failings in treasury management highlighted by investments in Icelandic
banks led to a Public Interest Report that highlighted serious deficiencies in
your internal control arrangements. My use of resources work identified
concerns about the way your finances have been managed.
• There was a lack of realism in your approved capital programme which again
had to be subject of significant re-profiling early in the year and yet was
