Get Involved – Consultation on how North East Lincolnshire Council is run
We would like your opinion on the Council’s future leadership arrangements.
The Local Government and Public Involvement in Health Act 2007 (LGPIHA) has introduced a requirement for all local councils to change the way they are run. As a result North East Lincolnshire Council would like to consult with you on the following two options that are contained within the LGPIHA:
• Leader and Cabinet
• Directly Elected Mayor and Cabinet
Both options are different from the current executive arrangements. At present local voters elect 42 Councillors to serve the Borough and each year a Leader and Cabinet are appointed by those 42 Councillors.
What are the two options?
Option 1 – Council Leader and Cabinet
This option is similar to how the Council is run now. However, instead of all 42 councillors deciding who will be the Council Leader and which other Councillors will make up the Cabinet, they will only decide who will be the Leader. The Leader would then remain in office for four years instead of one year.
The Council Leader will be able to appoint up to nine other Councillors including a Deputy Leader. Together they will form the Cabinet. The whole Council would be able to remove the Council Leader from office. A Civic Mayor would continue to be appointed annually to carry out ceremonial and other duties.
OR
Option 2 – Directly elected Mayor and Cabinet
With this option there would be a specific election for local government voters to directly elect an individual as Mayor. The Mayor will then remain in office for four years.
The directly elected Mayor will be able to appoint up to nine Councillors, including a Deputy Mayor. Together they will form the Cabinet. The whole Council would not be able to remove a directly elected Mayor from office.
Under this system, the title of Civic Mayor would disappear, although the Council could appoint one councillor to carry out these duties under an alternative title.

What happens next?
The result of the consultation will be reported to Cabinet and full Council prior to proposals being agreed for publication. Following publication of the proposals, full Council is required by legislation to make a formal resolution to adopt the preferred governance model by 31st December 2010.
