A not of explanation as to why I am asking for this request, after you have provided the first one.

I asked for statements of accounts and transfers. For 5 dates and I told you that the council would struggle to answer them because they had made contradicting statements to the judge. Our council officer were obliged to answer you correctly ( “Article 14 of the NE Lincs Constitution (14.03 and 14.04) – legal proceedings and authentication of documents. The Council’s Monitoring Officer is required to ensure that documents supplied to the LGO are correct. “ ) even when its delegated to another officer.

I have asked for phone notes from global crossing and communication instructions because you have applied the terms of me being a vexatious respondent and I wish to ensure that this has been appropriate.. Detailing me the terms of this and the dates you have imposed it would give me reasonable opportunity to appeal.

Why I am asking for there further information in relation to your organisation. Well, I have spent since 2003 trying to deal with this through the appropriate council mechanisms and I consider I have been obstructed. Up to you closing your investigation, I had followed exactly what the guidelines had suggested. In January of this year I decided to investigate my council and some of the officer myself, See www.crazycouncil.co.uk . This is me, looking at our council after I consider they have acted inappropriately. When it come to your organisation, I intend looking at the following through the FOI act. Your legal and financial capacity as investigators, ( from delegated to the ombudsman ), What changes happened within your organisation that allowed the costs / expenses reduction you managed a few years ago, The York office performance statistics for the past five years are statistically onnomolus, these are also good performance rates to measure up against other legal body’s.

Further to that I intend to conduct a survey ( isn’t the internet great ) into the cases that you have successfully completed. To provide a balanced, totally independent view of your organisation, its best to look from both sides. A satisfaction level of the cases you have completed would be a fair an d balanced view. That measured against the total cost to the public purse for the length of each investigation.
1. Upon receipt of the first SAR I noticed some of the account information that the council had failed to provide and the investigator was asking me to provide. This is new evidence and was not available to me at the time of your investigation. Although, it was to the investigator They also answered your investigator incorrectly when they did provide account information. (s29 of the Local Government Act 1974 (8) If any person without lawful excuse obstructs a Local Commissioner in the performance of his functions under this Part of this Act, or any officer of the Commission assisting in the performance of those functions, _or is guilty of any act or omission in relation to an investigation under this Part of this Act which, if that investigation were a proceeding in the High Court, would constitute contempt of court, the Local Commissioner may certify the offence to the High Court._
(9) Where an offence is so certified, the High Court may inquire into the matter and, after hearing any witnesses who may be produced against or on behalf of the person charged with the offence, and after hearing any statement that may be offered in defence, deal with him in any manner in which the High Court could deal with him if he had committed the like offence in relation to the High Court. )
